Lehigh Acres Fire Control & Rescue District:

Purpose: The Mechanic for the District is primarily responsible for vehicle and motorized equipment repairs and reports directly to the Division Chief of Logistics.

Summary Description: The Mechanic is appointed by the Fire Chief and all benefits, policies will be in accordance with a Collective Bargaining Agreement (CBA) between the District and The Southwest Florida Professional Firefighter and Paramedics Local 1826, International Association of Fire Fighters (IAFF) District 6. Under general direction of the Division Chief of Logistics, the individual is responsible for performing general tasks such as mechanical repairs of all department motorized firefighting vehicles, equipment, apparatus, tools and other power equipment, which are used in daily operations, support services and other job-related duties as required. The incumbent has reasonable latitude to exercise independent judgment and personal initiative in performing assigned duties, all within guidelines of District policies and procedures, rules and regulations. Work is evaluated periodically by the attainment of objectives, effectiveness of written and oral reports, and through periodic review and conferences.

Essential Duties & Tasks: To perform this job successfully an individual must be able to perform each essential duty and task satisfactorily. Reasonable accommodation may be made to enable individuals who have disability challenges to perform the essential job functions. Examples of tasks include, but are not limited to the following:

1. Perform maintenance and repair activities on various pieces of equipment including but not limited to response and reserve apparatus and vehicles, and other vehicles and equipment.

2. Diagnose service and repair various systems that are found on equipment such as mechanical and computer electronic controls, air brake systems, transmissions, generators, and pneumatic systems.

3. Troubleshoot malfunctions in the equipment and repair.

4. May be required to fabricate, modify, and install special equipment or replacement parts using specialized equipment such as, but not limited to mills, lathes, welders, torch sets, plasma cutter, and metal cutting saws.

5. Perform routine maintenance checks and adjustments on such things as fluid levels, hoses, belts, brakes, tires, and clutches; change filters and oil, and lubricate vehicles and motor driven equipment.

6. Tune gas and diesel engines, service valves, fuel filters and turbo chargers, and pressure check fuel filters, adjust injector heights, fuel racks, governors, etc.

7. Diagnose problems, disassemble units, repair or replace parts, and reassemble units in the following systems:

Brakes: Repair or replace shoes, pads, drums, hoses, calipers, cylinders, and various other components of the braking system.

Cooling: Flushes radiator replace hoses and thermostat, repair or replaces radiator and water pump, fan drives, treatment filters, air intercoolers, and oil coolers.

Drive: Repair and replace drive shaft, differential, axle, manual and automatic transmissions, clutches, transfer cases, power take-off systems, transmission reversers, all wheel drive steering axles and final drives.

Electrical: Repair or replace fuses, batteries, lights, instruments, warning devices, control and switches, computer controls, modules, alternators, starters, and defective cables and wiring. This will include 12, 24, 110, and 220-volt systems.

Exhaust and Emission Control: Replace mufflers, manifolds, catalytic converters, turbo chargers, blowers, and pipes.

Heating and Air Conditioning: Repair or replace heater cores, condensers, compressors, hoses, and controls; recharge air conditioning systems.

Hydraulic: Repair or replace pumps, hoses, valves, winches, and cylinders.

Air: Repair or replace compressors, air dryers, brake valves, air tanks, and hoses.

Steering and Suspension System: Repair or replace tie rods, ball joints, gear boxes, shock absorbers, springs, steering linkage, kingpins, power steering, hoses, pumps, and air suspensions.

8. Overhaul engines, replace engines, and rebuild components.

9. Maintain service logs and record maintenance performed on vehicles and motorized equipment, using fleet maintenance and management software.

10. Prepare work orders and cost materials estimates.

11. Keep tools, equipment, and work area clean, organized, and in good working condition.

12. Road test vehicles.

13. Make repairs to and maintain fire pumps, and perform annual pump tests on all vehicles.

14. Establish and maintain an adequate inventory of parts and supplies for maintenance purposes.

15. As required, assist with in-service training of District staff in the proper use and maintenance of all equipment.

16. As may be required, attend seminars and/or classes of study to maintain and improve performance skills.

17. Perform related work as assigned by supervisor.

18. Maintain proper records and provide for the proper disposal of used oil, batteries, filters, and other waste materials generated by the District.

19. Schedule the proper disposal of materials, such as but not limited to, fluorescent bulbs and material deemed inappropriate for disposal in the landfill.

District Operations:

· Ensure safe operations and healthy organization.

· Provide recommendations, e.g. offer, and respond.

· Respond to correspondence, e.g. email, telephone, and mail.

· Review / prepare reports and present as necessary.

· Review operational policies and procedures.

· Manage / maintain District facilities, equipment, etc.

· Provide preventative maintenance on all District vehicles, etc.

· Maintain operating efficiency of all District vehicles, etc.

· Repair / maintain engines, transmissions, brake systems, hydraulic systems, water pumps and all accessories, etc.

District Finances:

· Manage / submit daily invoices as necessary.

· Manage / maintain District stock needs and replacement parts / supplies.

· Assist with alternative funding sources, e.g. grants.

Represent District with External Entities:

· Promote positive public relations.

· Assist with complaints, concerns.

· Interact with cooperating and assisting agencies.

· Interact with community / public.

District’s Planning Process:

· Foster a positive organizational philosophy.

· Establish personal goals and objectives.

· Recommend new programs, e.g. internal, external.

Respond Non-Emergency To Emergency Incidents:

· Obtain Situation Report.

· Able to operate District vehicles.

· Ensure readiness to respond while on-duty non-emergency.

Promote Professional Development:

· Maintain required certifications, e.g. personal, organizational.

· Attend conferences, courses as needed.

· Network with industry peers.

Qualifications & Requirements: The requirements listed below are representative of the education, experience, knowledge, and skills required for this position. The qualifications and requirements for the position of Mechanic are specified by the Fire Chief and are subject to refinement from time to time by the Board.

Minimum Experience/Education Required:

· High School diploma or equivalent, and considerable experience in diesel mechanics, maintenance management or closely related field.

· Three (3) years of experience in fire apparatus repair and maintenance work, and Level 1 Fire Apparatus EVT Certification and Level 1 Ambulance EVT certification.

· Diesel Engines, T4 Heavy-Duty Truck, Brakes, T5 Heavy-Duty Truck, Suspension & Steering, A-4 Suspension & Steering, A-5 Brakes Automotive/Medium Heavy-Duty Service Excellence (ASE) certifications.

· F1 Maintenance, Inspection & Testing of Fire Apparatus, F2 Design & Performance Standards, E0 Inspection, Maintenance & Testing, E-1 Design and performance of Fire Apparatus/Ambulance Emergency Vehicle Technician (EVT) certifications, or the ability to obtain all certifications within one year of hire.

Physical Requirements: The individual is subject to special risks involving response to, and operations at emergency scenes. The individual must be sufficiently fit to safely perform the occasional emergency job duties that are associated with the position.

Work Environment: The individual regularly works in an outside environment while performing duties and responsibilities. During times deployed in an outside environment, the individual is often exposed to high heat. When performing duties at an emergency incident, he / she is often exposed to a hazardous environment, including but not limited to heat, smoke, and toxic gases.
